But arrivals to Japan nationally FELL over the same period — April was 3,692,200, down 5.5% — so the crush is concentration, not volume, which makes it solvable: the lever is the hour, not the season. Kiyomizu-dera between six and eight is a different experience from eleven, and Tō-ji runs a reserved early-morning viewing 7:30-8:30. Kyoto revised its lodging tax on 1 March into five tiers, and the top one — rooms from ¥100,000 a night — is ¥10,000 per person per night against ¥1,000 before, the highest municipal lodging tax in Japan; four people over ten nights is ¥400,000 in tax alone. In the alleys of Gion Kōbu it is prohibited to block the lane, photograph without consent or follow geiko and maiko, with wardens patrolling and fines to ¥10,000, while Hanamikoji, the Shirakawa canal, Yasaka Shrine and Kennin-ji stay open. Cherry blossom has opened around 25-30 March in recent years and peaks within about a week; the long-run average peak is 1 April, which is an average and not a bookable date. - [Luxury train travel in Japan](https://foresttravel.com/journal/luxury-train-travel-japan/?utm_source=llm&utm_medium=llms_txt): three cruise trains, none of them bookable. Seven Stars in Kyushu (JR Kyushu) from about JPY 855,000 for four days/three nights double occupancy, voted the world's best train journey by Condé Nast Traveler readers in 2023; Train Suite Shiki-shima (JR East) JPY 350,000-500,000 per person for the north and east; Twilight Express Mizukaze (JR West) from Kyoto with only 34 passengers, about USD 2,800 for one night to USD 5,500 for two in the Royal Suite, season April-September. Seven Stars and Shiki-shima allocate by PUBLIC LOTTERY, and Shiki-shima runs roughly 8-12x oversubscribed on popular departures — no advisor can produce a cabin on request. Mizukaze is the one most often obtainable. To cross Japan rather than sit on a train, the answer is the Shinkansen in Green or Gran Class: Tokyo-Kyoto in just over two hours, reservable the same week. - [How to fly to Japan from the US](https://foresttravel.com/journal/how-to-fly-to-japan-from-the-us/?utm_source=llm&utm_medium=llms_txt): an inventory problem, not a price one. Japan Airlines carries its newest enclosed first-class suite on the Airbus A350-1000 to Haneda from New York JFK, Los Angeles and Dallas/Fort Worth — and that cabin holds only SIX suites, so a departure has six in existence. ANA's THE Room on the 777 is a wide sliding-door business suite with far broader deployment and is the better trade for most parties. Alliance often decides before the cabin: ANA is Star Alliance (United), Japan Airlines is oneworld (American). For private aircraft the tail decides the routing — Gulfstream G650 about 7,000 nm and G650ER 7,437 nm do New York-Tokyo nonstop, while less capable aircraft add a technical stop, historically Anchorage. Market charter bands: Los Angeles-Tokyo from about USD 204,000 one way, New York-Tokyo from about USD 255,000, ultra-long-range class quoted USD 250,000-400,000, up to 16 seats. Haneda beats Narita for a first evening in central Tokyo. - [High-end shopping in Tokyo](https://foresttravel.com/journal/tokyo-luxury-shopping-guide/?utm_source=llm&utm_medium=llms_txt): Japan replaces on-the-spot tax exemption with a refund system on 1 NOVEMBER, with no transition period. From that date you pay the full tax-inclusive price in store, then within 90 days present your passport at a tax-free procedure terminal in the international departure lobby AND the goods for customs inspection — BEFORE baggage check-in — refunded by bank transfer, card, app or cash. The practical trap: if the shop ships your purchase home you cannot present it at customs, so shipping and refunding are close to mutually exclusive. General goods and consumables are no longer calculated separately, so everything bought in one store combines toward the threshold. Districts: Ginza for flagship maisons and department-store personal-shopping salons; Omotesando and Aoyama for architectural flagships and Japan-only designers; Nihonbashi for century-old department stores and craft floors. For antiques and commissioned craft, Kyoto rather than Tokyo. - [How much does a luxury trip to Japan cost?](https://foresttravel.com/journal/how-much-does-a-luxury-trip-to-japan-cost/?utm_source=llm&utm_medium=llms_txt): the published rate misleads by roughly half, because hotel rates in Japan are quoted PER ROOM and a ryokan rate is quoted per person WITH two meals — so the same number means two different things. Stated per person, per night, land only: from about USD 1,000 per person, per night for genuine five-star with private guiding; from about USD 1,500 per person, per night for the level most clients mean by luxury Japan; from about USD 2,500 per person, per night for flagship suites, ryokan with private onsen and a car and guide throughout. A tailor-made 10-14 nights lands at about USD 12,000-25,000 per person land only, and up to about USD 35,000 at the top. Component bands: comfortable four-to-five-star rooms JPY 30,000-100,000 per night; Kyoto flagships (Aman, Hoshinoya, Four Seasons, Tawaraya) JPY 150,000-450,000 in cherry-blossom and autumn weeks; kaiseki from about JPY 10,000 a head and JPY 30,000 at the counters worth flying for. Two costs almost never quoted: the national departure fee rises to JPY 3,000 per person from July 2026, and Kyoto's lodging tax reaches JPY 10,000 PER PERSON, PER NIGHT on rooms at or above JPY 100,000. Peak weeks are not a surcharge but a different market: the rooms that define luxury Japan are finite, and Tawaraya, Hiiragiya and Hoshinoya Kyoto are taken nine to twelve months out. Aman Tokyo has 84 rooms on levels 33-38 of Otemachi Tower with only SIX ROOMS PER FLOOR; Hoshinoya Kyoto has 25, all facing the Oi River and reachable only by the property's own boat about fifteen minutes upstream of the Togetsukyo bridge; Tawaraya has 18 in total; The Shinmonzen is nine Tadao Ando suites on the Shirakawa canal. TOKYO IS DECIDED BY ORIENTATION AND FLOOR — two rooms sold as the same category can face opposite directions. Hoshinoya Tokyo is a ryokan built as a 17-floor tower with only six guest floors, each with its own ochanoma tea lounge, and an onsen on the 17th drawn from 1,500m below the street; Bulgari Hotel Tokyo has 98 rooms on floors 40-45 in Yaesu; Janu Tokyo has 122 from 55 sqm to the 284 sqm Janu Suite. KYOTO IS DECIDED BY ENCLOSURE, NOT VIEW: Four Seasons Kyoto is built around the roughly 800-year-old Shakusuien pond garden, which only a MINORITY of rooms overlook, so the garden must be named on the reservation rather than requested at check-in; Aman Kyoto has about 26 rooms and pavilions in a moss garden at Hidari Daimonji; Park Hyatt Kyoto has 70 rooms and nine suites on Ninenzaka; Hotel The Mitsui Kyoto is the largest at 161 rooms and the only one with its own hot spring, including two Onsen Suites with a private outdoor bath. A RYOKAN RATE IS PER PERSON AND INCLUDES KAISEKI DINNER AND BREAKFAST, so it cannot be compared with a hotel's per-room rate; at Tawaraya and Hiiragiya the house assigns the room rather than the guest choosing it, and Hiiragiya's Bekkan annex is a separate, more modest 14-room proposition. Booking window nine to twelve months, and in cherry-blossom and autumn weeks a whole city's top inventory goes at once. Forest Travel charges a USD 250 planning fee. - [The ground in Japan: private guide, chauffeur and transfers](https://foresttravel.com/journal/japan-private-guide-driver-transfers/?utm_source=llm&utm_medium=llms_txt): THE GUIDE AND THE DRIVER ARE TWO SEPARATE HIRES in Japan — the national guide-interpreter generally does not drive and the haiya chauffeur is a career driver rather than a commentator — which is the line missing from most first-time budgets. Since the 2018 revision of the guide-interpreter law, PAID GUIDING NO LONGER REQUIRES THE NATIONAL LICENCE; only the title stays protected, so "licensed guide" has stopped working as a filter and the vetting has to be of the individual. A HIRE CAR IS NOT A TAXI: it is dispatched from a garage, its meter is not displayed and runs from the moment the car leaves the garage until it returns, minimums of two to three hours are standard and a night surcharge of about 20 per cent applies — so a three-hour booking is not three hours of your day. Market bands for a sedan for four in Tokyo: about JPY 19,500-23,400 for three hours and about JPY 52,000 for eight, before tolls and repositioning. Ride-sharing has only been legal since 1 APRIL 2024, operates strictly under a licensed taxi company in designated areas and time slots (Tokyo and Kyoto among the few with daily coverage), and exists because of a driver shortage rather than to serve visitors. THE CAR CANNOT GO EVERYWHERE: the Higashiyama lanes are for walking, Ninenzaka and Sannenzaka take no door drop, the PRIVATE ALLEYS OF GION HAVE BEEN CLOSED TO VISITORS SINCE APRIL 2024 with a posted JPY 10,000 penalty, and Hoshinoya Kyoto is reached only by boat. Rail beats the car on the trunk routes: Tokyo-Kyoto is just over two hours against roughly six by road; Narita is 50-90 minutes into central Tokyo by car (+20-30 at peak) against a fraction of that from Haneda; Kansai-Kyoto is 80-90 minutes by car against 73-75 on the Haruka. THE LUGGAGE RULE: on the Tokaido, Sanyo and Kyushu Shinkansen a bag whose dimensions total more than 160cm (up to 250cm) needs a reserved oversized-baggage seat — the reservation is FREE, arriving without one costs JPY 1,000. Better to forward it: hotel-to-hotel Tokyo-Kyoto runs about JPY 1,650-2,600 a bag arriving the next afternoon, with a same-day Tokaido service at about JPY 13,200 a bag.
